It is made of 3 parts:
1, power plug which provides the power.usually we use **0V~**0V transformer to provide its
  working voltage:6v, *2v or *4v, depending on its lighting area;
2, inverter(also it is called programmed IC) which controls the sequences of its animation;
3, EL panel which has some conducted luminescent materials and circuits inside, when it is
  plugged with the power, and under the control of the inverter, then it showes an animated
  flashing effect which has been customizable by our customer.
  And that's also the basic working principle of all EL products.
  This EL panel has some perfect characteristics that extremely suitable for advertising
