Implement description.
1.the amount of cubic meter of water can be debited in the card by
the software.
2.the meter reads the card and starts to work(if there is no
balance the valve will close,when charge it the valve will
open again).
3.when there is no balance,the valve in the meter will close.And
the card should be debited again,and be read to the
meter.
For example,the software debite usd **0 into the card,when meter
read the card,the meter will get usd**0 one time ,or every certain
amount (for example usd *0 per time) deducted.
